Im not sure about directly changing the tech and civic trees by adding them there. I dont see a problem with it being able to drop and promote units on the map hex under pointer either. but it should be possible to speed the production of districts (reduce turns left to 1?) and units. I dont think districts or terrain modification would work so not those, and great people seems to be too hard to do unless the mod gives you faith or gold directly to buy them. Given how different cities in this game are, it may not be possible to have some of the same features (such as giving any city you select improvements - districts having to be placed means it will be difficult to achieve even in your own cities, and impossible for city states or other AI civs cities.) so maybe we need to come up with what we think is a realistic feature list. it was why i played civ 5 so much in the end - this and middle earth civs and maps mods.
